To prevent/lockdown project creation in Jira/JSM env, you will need to access "Settings" >> Global Permissions and disabled "Create team-managed projects" rights for your users. The URL should be something like this one - https://<yoursite>. atlassian.net/secure/admin/GlobalPermissions!default.jspa
This will disable the functionality for users to create "Team Managed projects" (JSM). So only "Company-managed projects" can be setup by site admins.
In regards to "View All projects", by default in Jira/JSM, one will only see projects listing that he/she are authorized to access. On the individual project level, it is controlled via the project permission configuration for the "Browse Project" permission.
