Having more than one administrator under one account

Is it possible to have one account and be able to have others under that same account receive issue directly without it been assigned to them by the administrator...

Your question isn’t completely clear. What do you mean by have “that same account receive issue”? Are you wanting a certain group to be notified of changes or are you wanting a group  to ‘own’ an issue? You can only have a single assignee of course. However, you could create a group, leave the issue unassigned and notify the group when an issue is created. Then the group would be responsible for monitoring and one could assume ownership.
