Customers Cannot Create Labels on Form

Question

I created a form on a JSM project.  One of the fields is linked to the 'Labels' field in Jira.  I had assumed that users would be able to add labels as needed, directly from the form.

However, they are not seeing the option to Create.  When I, as a Jira admin, try the form, I do see the option to create. Is there a way to allow this for customers?

Figured this out - was nothing to do with permissions.

This is because the customers were trying to put spaces in the labels.
