Condition for changing the status to resolved

How can I set a rule that allows change transition status from in progress to done with the obligation filled issue field "customer"? Should I configure it in workflow? Which condition should I use?

Yes, the requirement is possible through workflow change. You can add the field required validator. More info in https://confluence.atlassian.com/jirakb/how-to-make-a-field-required-before-closing-the-issue-1236928291.html
