Changing the default comment (internal instead public)

Hi,

I am using JSM and have internal/external comments. When resolving, we have want to make the internal comments as standard to avoid wrong messages going out.

How can i configure this?

i already have internal and external comments. as a standard, the user currently types the external comment. i would simply want to swap it so that the initial one is the internal comment...
