Cannot find insight

Insight is no longer a plugin right? All I should have to do is have a premium license and Jira-administrator rights. 

If this is correct, then why do I not see insight as a option in the pull down menu?

If you have a Jira Service Management Premium license associated with a site, then the Insight dropdown will be available in the top bar. It's no longer in the Apps dropdown.

If you have Jira Software Premium, you get Advanced Roadmaps instead of Insight.
