We have a service desk in our project where you do not have to have access to Jira in order to submit an issue. Which is how we want it set up. However the service desk user is able to go into Jira and submit an issue from the back end of Jira. By clicking the create button. Can this be restricted?
@Michelle Nygaard Users can only access the project in Jira if they have permission to do so. The customer portal being open to everyone does not impact this. You need to remove the project permissions from the user(s) who are accessing the project and submitting the issues using the create button. https://support.atlassian.com/jira-cloud-administration/docs/manage-project-permissions/

For users who can create issues in your Jira projects via the Create button, it is because your systems have granted he/she as a Jira licensed users and have access setup against those Jira projects.
To restrict users from creating issues in your Jira projects via the "Create" button in the project UI, you just need control those specific project permissions (i.e. browse project and create issue permissions) and don't grant those users with those projects permissions.
