We are currently using JSM (Server), but will soon switch to JSM (Data Center). We'd like to restrict access to certain request types depending on the customer's role (or Active Directory group, if that's easier to achieve).

I know that this is possible with the Add-On Extension for Jira. However, we would of course prefer a solution without the use of an Add-On.
Any help is greatly appreciated!

It's not possible without third-party addon. As this is a DataCenter you could try with javascript but I do not recommend this approach.
You can also try our own (I'm part of the vendor behind this app) Feature Bundle. It has much more configuration options to hide the requests types. Feel free to book a free demo at the Calendly.

As far as I know, currently it is not possible out of the box without third party add-on as mentioned by you in your ask. It is planned by Atlassian (last updated in May 2023) for possible development for FY24. I would recommend you to add yourself as an watcher of this issue -

Currently, if you want to restrict request types against customers, you will need to create multiple JSM projects and control access within each project.
