Atlassian Assist only notifies on certain methods of creating a ticket


We've started using Atlassian Assist (chat) and I really prefer the Slack integration for this over the previous Jira bot.  However, I'm experiencing strange behavior on notifications.

Issues created from slack make a ticket and notify, no issues

Issues created via the API (from one of our work item sync tools) also create a ticket and notify.

Issues sent in via email, either to the Jira SM ingest email or to the custom Halp ingest email do not notify.

Issues created in Jira SM directly also do not notify.

Can I get some guidance as to why this is so that my team gets an assist notification for any and all new issues in Jira?
