The JIRA Product Discovery is being used only by the Product team who work on the ideas submitted by our entire organization. The product team creates their own views for assessment, and those views should not be visible to users who do not have Product Access. How do I restrict this? Currently, the views being created are visible to everyone who is having Project access including the Contributors. Views should be visible only to 'Creators' and not to 'Contributors' unless they are published.

As @Christopher Jaksch mentioned, the Premium plan will have more functionality to restricting views.
Having said that, I think it's important to mention a user can qualify as a contributor if they meet one of the following criteria:
Have product access to Jira, Jira Service Management and/or Jira Work Management.
Be a member of the contributors group.
If you are simply trying to limit the Jira users from accessing your JPD project(s), then you may want to adjust the access level of your project(s) to Private which will remove access to all contributors by default.
Otherwise if the project's access level is set to Open or Limited, all contributors have access to viewing the project by default.

The Premium plan is still in EA, and not quite GA yet. We're hoping it's GA soon, but still a bit to be determined - so no firm ETA at the moment.

Contributors is anyone in our organization who can submit ideas for consumption by the Product team. It is the members of the Product team who don the role of Creators to work on the submitted ideas and taken them to delivery.
All the views created by the team are only to get a visualization or trend of the submitted ideas. They need to be discreet from the contributors, lest any interim WIP status of ideas maybe construed as the actual status by the contributors. Hence, the request to restrict the views. It is quite a bummer that it is available only in Premium.

you need to upgrade to Jira Product Discovery Premium Plan to be able to restrict views within your JPD project.
