We would like our clients to be able to submit ideas without having a jira license other then the standard portal license (like with service desk).
It would be great for clients to see each-others ideas and upvote or be able to see them in their jira service desk portal. Is this available?

We are currently working on the ability to share one or several views with users - outside sharing the full project.
The first step in order to achieve this was to implement the concept of Creators (licensed in Jira Product Discovery) and Contributors (licensed in other products).
For the moment contributors are able to vote, comment, & react on issues
In the future, Contributors will only be required to have an Atlassian account (so completely free, but still identifiable), and they will also be able to submit ideas :)

I had a related request to enable forms for PD. This would allow us to send the link to whoever or link from a CTA on the website/in-app.

+1 on this for me as well. The ability to display outside of JIRA would be great and is one of the biggest reasons I cannot use JPD now.

Are you using something else with the feature at the moment. My CSMs would love to try something else out with that option.
