Is it possible for users to be activated in Jira Product Discovery without admin permission?

Hi Team, As Admin, I see many Atlassian emails from users requesting access to JPD . however, recently, I see many users have been activated but without assigning a proper role. Is this ok? 
How we can stop this? 
We want each request to go through only 1 Admin .

Can it be other users also with Admin access activating these users request?

Hi @Charu Takkar , today there is one use case for which it's possible for users to get access to Jira Product Discovery without being assigned a product access, and that's for projects who have the project access setting set to "Open". Anyone on the site with access to another Jira product (e.g. Jira Software) is able to work in the Discovery project (even if they don't have product access to Jira Product Discovery). 

This is going to change when the product goes out of beta. By then Jira Product Discovery will support two types of users:

  • Users with product access to Jira Product Discovery (licensed) will be called creators. They can use all features based on the access they're given in each project.
  • Users without product access (unlicensed) will only be able to use a subset of features, for example open ideas and views in read-only mode with the ability to vote and comment.
Product access is configured by a site administrator in the Directory on admin.atlassian.com. Project access is configured by Project administrators on each project.
Jira Product Discovery is currently free during beta but will become a paid product at a later date with a Free and Standard editions. Only Creators on the Standard plan will be charged a fee. More details are provided on the pricing model announcement.
As mentioned ealier, during the beta the product does not enforce product access checks, which means that it's possible for users without product access to act as creators. This won't be the case once you decide to move to the Free or Standard edition. We will give you a heads up in advance.
