I created a new role and the setting is as below, setting is: it can work on tickets but it can not work on views.
but when I assigned someone this role, it can not work as the expectation, people still can manage view even the new role I didn't select work on views.
Is there anyone has the experience how to set up the role that customize to separate work on ideas and work on views.

The bug has been fixed in August, if you are still experiencing this then it's not related, please raise a ticket to support so our support team can check your site - please click on "give feedback" in the left navigation and select "Get help from the support team"

I think you're tryingto address the pinpoint: you don't want to any creator to edit the Views. I have the same requirement when I provide services to my customers.
For your question, please mak sure the below 3 things:
1.Make your JPD project NOT Open (e.g. Private or Limited);
2.Make your customed role ONLY with Work on Ideas (you've done it);
3.Make the user with ONLY the customized role (delete Creator).

Unfortunately, it's still cannot work as expected, and display the warning message as screenshot. Maybe it's a bug as Hermance mentioned.

yes yes, now the setting is I only assigned one role.
I guess it's because it has conflict between the original creator role and contributor role, it's really confusing :(
