According to the documentation a contributor must be able to create ideas and add insights. However, in our instance (using Free version) there is no option to create ideas for contributors. Is this a bug or an access configuration issue?

Thank you for your response. I was able to figure it out. There is a setting to enable creating ideas for contributors that needed to be toggled ON.

Contributors must meet one of the following criteria:
Have product access to Jira Software, Jira Service Management or Jira Work Management.
Be a member of the contributors group*
*and how to add the contributors group within your instance if it does not already exist:
On the upper right of the navigation bar, select> Products, and then on the left sidebar, select Access under Jira Product Discovery.
Enable the contributors group so the users can access Jira Product Discovery projects as contributors.
