Hi rdi, 

No, it's a moral thing, Russia's illegal invasion of Ukraine is devastating the lives of Ukrainian people, and Atlassian are standing with the people who are being immorally attacked.

If you are not affiliated with an organisation that supports the invasion, then you can ask Atlassian to open up your access.  Their block is generalised, and hence captures some people that should not be barred.
