1) New project
2) add permission scheme to new project
3) create user
4) create few groups add user to this grups
5)add group to role APPLICANT
6)add permission to close issue for APPLICANT
User in this group can't close own issue. It's problem when user in few groups? That's why problems with permission to close issue? or cancel issue?
or not granted permission to make transition for this grop?
but current assigned can make transition to cancel request

Own Issue = Reporter - this is the person who created the issue. Is that what you mean?
Just add Reporter to the "Transition Issues" permission in the scheme.
