I am new to being a Jira Admin. Only been working in this capacity for around two months. No one has been administrating our site going on two years now.
I just finished a User audit as one of my clean up tasks Using the Manage users application, and was able to remove unused product licenses that way. When I Look at our billing page I notice there a lot of apps we pay for with a total number of users equal to all our active site users.
I am wondering if there is a way I can limit the licenses used on these marketplace apps. Or do the market place applications always state the maximum number of site users?

Welcome to the Atlassian community.
No, you cannot reduce the licensing of third party apps. Licensing for third party apps requires you to pay for the same number of licensed users that you have for your Jira application. You can find that information on the Pricing page for each App.
Just a sidenote, the license takes the number of users of your highest application.
So lets say you have a 25 JSM tier and 100 JSW tier, then your license bill will be for 100users even tho the app might be only used for JSM

Hi, I just came across this question want to add a little more detail in case it helps anyone else. As other users have stated, yes marketplace apps will always use the max number of site users. But there are a couple of possible options, depending on your situation:
If you are on an enterprise plan where 1000 users, for example, is shared between multiple sites, you can ask Atlassian support to limit each individual site to a subset of those 1000 users. That way site 1's apps and site 2's apps (and so on) aren't ALL billed at the full 1000 users. Obviously if you aren't on an enterprise plan with multiple sites, this won't apply to you.
Another possible option: let's say you have a single team that represents a minority of your overall users and that team wants an app that just they will use. You could spin up a new site just for that team with their own licenses and their own apps. Then the apps used by just that team would only be billed at the license count of their site. Of course, this isn't as useful of an option if that team's Jira project needs to share data with other projects on the site. But in certain scenarios with isolated teams, this would work and could save money. It's also sometimes desirable for certain teams to have their own site anyway (eg for security).
