Are you on a free plan or a paid subscription? If you are on a paid subscription I recommend you open a support case with Atlassian at

And please report back here what you learn.
I have seen at least two other posts in Jira Software Questions where other users said they also have had problems in Free instances. I am an Organization Admin, not just a Site Admin, for my Free instance and I am not encountering the problem.
It is a paid subscription. I have opened a ticket with Atlassian, but that option in the past has been slow and unhelpful.

Check the audit log see if any permissions were changed or groups updated..

Thanks for that suggestion, I had already checked that and no changes were listed. The issue resolved itself. The error message said to check back later and that implied it would be resolved on its own, but I didn't expect it to be unusable all day.

I had the exact same problem over the last 3 or 4 days, and it also resolved itself.

OMG, 3 or 4 days?? That is alarming. I provided the error message in my ticket to Atlassian, but the reply didn't state it was an issue affecting others. I appreciate the knowledge that I wasn't the only one with the same issue.

Joining the conversation a bit late, but wanted to add this link to this convo as it might be useful : https://status.atlassian.com/. As you can see in the below image, there is an active incident with Atlassian services, there maybe a possibility that when you faced the issue, they might publish the same error here too.
Since you're on a paid plan with Atlassian, they are bound to respond to your tickets within the SLA as well https://confluence.atlassian.com/support/atlassian-support-offerings-193299636.html , If they don't you can surely raise this as a concern to their Customer Success team as well.
