Right now, the issue creation through HTML (URL) links mentioned in this article is meant to be used on Jira Server, and also the article says this feature is not a supported component in Jira applications:

This feature is not mentioned in Cloud, but it works if the correct parameters are set: https://<instancename>.atlassian.net/secure/CreateIssue!default.jspa?pid=<project id>
However, some unexpected behavior may be noticed, since it's not formally supported.
One of the unexpected behaviors is that the Issue Type order is NOT being respected from that in the Issue Type Scheme when one tries to access the Create Issue form for a Project using this very simple direct HTML link feature.
It's great to be able to supply your staff with a simple shortcut link for them to quickly and easily create issues to a specific Project and them be able to select the proper Issue Type, especially when staff tends to forget to change Projects and Issue Types when creating an issue.
