You can only implement WIP limits on the Feature Backlog Kanban board if you also use Process Flows (depending on when your instance of Jira Align was created and what your admins have configured, they may be call "value streams" or something different). Process Flows allow you to better map your existing process/framework in Jira Align versus the immutable States (0 - Pending Approval, 1 - Ready to Start, etc.)
You can define Process Flows for Themes, Epics, Capabilities, Features and Stories. Process Flows can be unique for each Program or they can be shared across all Programs.
Only Feature-level Process flows can have WIP Limits, but every Program can set their own WIP limits for each step in the flow.

Also will WIP Limits be added for other levels of process flow (i.e. Theme, Epic, Story)? I would like to note that the current help.jiraalign.com help article to create process flows still says that WIP Limits are available. Can you please ask that this be removed?

According to my research, the WIP Limits functionality was added back on Jira Align v.10.101.
Regarding our 2nd question, adding WIP Limits for other levels of the process flow (i.e. Theme, Epic, Story) is not in the Product's short-term roadmap as far as I can see.
