We are trying to get data that currently lives in Jira Align to sync to Jira so that it can be ingested by a 3rd party tool that integrates with Jira, but not Jira Align

Yes, it is possible to integrate the Jira and Jira Align. I would guess that most Jira Align users currently have that integration. It would be next to impossible to describe how to do that integration within this text box but check out these links:

To add to this, it is important to know that any existing work items you have in Jira Align will not automatically sync over to Jira once integration is complete and JQL is run. JQL only brings in issues from Jira to Jira Align. You will need to update the Project field on any Jira Align work items such as features and stories in order to push them from Jira Align to Jira.
