How can I disable by Role or by Portfolio the ability to upload files in On-Prem Jira Align?

Sep 05, 2022 Atlassian Team members are employees working across the company in a wide variety of roles.
I would like to disable the uploading of files for certain user Roles or all members of a Portfolio. How can I achieve this?
