There is a team created and assigned to a certain Program, but the team is not showing up in the program room what seems to be the issue?
Hey @Ahmed Elmazon - If the team that is not appearing on the Program Board doesn't have any stories associate with a feature for that PI, the team will not display on the Program Board.
In this screenshot, you can see the program, Listing Services, has 2 teams.

You can see there are no stories at all in this program.
Once a story is created that has the team in question assigned to it, is parented to a feature for the PI in question, the team will then appear on the Program Board.
If you have features assigned to the PI in question but teams haven't started story decomposition yet, you can assign teams to them on the Program Board. First make sure that the Unassigned Features toggle is on in the Extra Configs button.

An Unassigned row should appear at the bottom of the Program Board.
Click a feature in the Unassigned row to open the Quick View and you can assign teams there. Upon adding a team, it should not display on the Program Board.

The most common cause is that the team is an "Agile Team" and they do not have any Sprints associated to the selected Program Increment. Do you see a message like this on the Program Board? One quick solution is to click the "Sync them now" link, but it is probably better to work with you Jira Align Admin to see why the Sprints are not syncing from Jira.

Just a quick supplement to the information provided by @Rae Gibbs below.
The Program Board is for scheduling FEATURES and NOT STORIES in accordance with scaled agile practice.
Most shops generally perform some kind of "Pre-PI Planning", usually 1-2 weeks before the PI Planning event. The goals is to load a some portion of the expected roadmap for the next quarter into the next PI.
As each agile team decompose stories, and links them to their parent feature, teams will automagically appear on the Program Board via their relation to their parent feature scheduled in the PI.
Organizations which take a week to perform PI Planning by combining the Pre-PI Planning and PI Planning events(5 days vs 2 days), may wish to use the technique outlined below by Rae to have teams display in the Program room.
