I need a Hipchat Rom notification with links and @mentions. The @mentions works for me only in Text Format? How could I add this function to a HTML or card notification via Rest API v2?

Unfortunately, HTML-based notification don't support including @-mentions, links, emoticons, or other message-modifying attributes. If you want to include those features, choosing the text format is required.
