As a system admin, how can I turn off "@all" abilities?

Unfortunately, turning of "@all" isn't an option available to admins in HipChat. The "@all" mention is meant as a shortcut for mentioning everyone in the right sidebar without having to type their names specifically. We may offer more customization options around it in the future but for now the best option is to make sure people are aware of its effects when used.
