Fisheye watch gets stuck sending the same email(s) indefinitely

I am running FishEye 2.7.15 on Windows, against a local mirror of a CVS repository residing on the same server as the FishEye installation. Quite frequently (several times a week) a 'watch' will get stuck sending people the same email indefinitely. The way to get it unstuck is to check something else in to that repo.

It was not fixed yet, unfortunately.
