Does or can Crowd encrypt personally identifiable information at the database level?

We anticipate having European Users, so we need to comply with Safe Harbor laws. Does or can Crowd encrypt things like names, email addresses, phone numbers, etc?

How about deploying your Crowd database on top of AWS RDS with encrytion on?
