"When it's ready".  Atlassian don't give fixed dates, they release when they're happy with the product.

(Ok, ok, the recent Sourcetree release was definitely not ready, but other than that)

Confluence Cloud is already at 6.0.0-OD-2016.07.2-0002. Perhaps your question is about when it will contain some of the new editor capabilities??? That is likely a couple of weeks away at least.
