user access for plugins

We just started using confluence and we are using now three plugins. Last week we got over 10 users so we now need to start paying for the installed plugins while not everyone needs to use these, so there is no need for those user to be counted towards the license for these plugins. However I can't find where I can exlude these users from using these plugins or some of them.
Any knows how to resolve this?
The plugin we use are Draw.io and include Bitbucket

Hi @Stefan Voogt ,

third part app license depends from jira module tier so if you have 50 users on jira, you need app license for 50 users.
