are you on dc or cloud instance?
On data center, that macro is disabled by deafult. You need to enable it (https://confluence.atlassian.com/doc/html-macro-38273085.html)
On cloud side, it is not available for security reason. There's a third part add-on if you want to try https://marketplace.atlassian.com/apps/1212279/html-macro-for-confluence-cloud?hosting=cloud&tab=overview

I would like to add to what Fabio said above.
It looks like your site was migrated to Cloud from DC or Server. On Cloud, HTML Macro does not exist, so the only option is to use apps.

Let's turn the question around and ask... what do you need the HTML macro for?
Rather trying to find a direct cloud-based replacement, you may look into options of achieving the same goals with different means. A different macro.
