I need to create technical documentation in Confluence(words, illustration, diagrams) . I am looking for existing template and how to create new templates for network/infrastructure.

Yes, you totally can do technical documentation in Confluence. Welcome to the club! :)
There are a lot of great templates included with Confluence, so check those out. You might also find this page my team created about tech writing templates helpful. In fact, really that entire site might be handy for you, since it's a collection of best practices for creating documentation in Confluence.
Also, you mentioned diagrams. For that, you'll want to use an app. Check out draw.io, Gliffy , and Lucidchart.
In the default confluence it provides you with numerous templates, as you can see in the image, you click on what is highlighted in yellow and you have some already standard.
If you need something more elaborate you can create it yourself and integrate it into the template sets
