permission of creating/editing template without space administration permission

Is it available to give users editing /create template permission without give space adminstration permission?

If you want anyone to edit the space templates, you have to be a space admin. So it's not possible for the users to be able to edit them, without them being an admin.

In order to manage space permissions, a user needs to be a space admin.
