Would it be possible to setup a member message when they joined a new confluence member ?

The message will show as listed as below:

After the administrator confirm their apply request, they will can use confluence system.

And then the administrator must have the function to confirm a new user apply request.

In order to modify the gin up screen for Confluence or the message that it will display, I believe that this article would help you with some good suggestions if you are comfortable to work with custom modifications. Also, we are working to have the requests approved by the admin through this request: https://jira.atlassian.com/browse/CONF-663
