installer stuck on "We're just setting up your database. This can take a little while."

I'm installing Confluence 6.12 on Ubuntu 18.04 in Azure (vm size b2s)

As we try to migrate as many services as possible to paas we wish to use a managed sql database and have provisioned a mssql-service (Standard S1: 20 DTUs).

 

After installing I go through the setup-wizard, choose production setup, enter license, select mssql as db and enter my connection string, user name and password.

"Test connection" returns successful, but when I click next the installer is stuck.

It has been spinning for 60+ minutes now.

I've tried looking at logs in /opt/atlassian/confluence/logs to see if anything weird is happening but not found anything useful. And googling the issue and reading docs haven't given me anything obvious I need to fix either.

Have you found the solution? We have the same issue on Confluence 6.15: The installation of Confluence hangs forever on Microsoft SQL Server 2017, and ends up with an "APPARENT DEADLOCK" in the logs, sometimes with a "Valve" warning about the long request.
