I am trying to add a decision to my meeting notes by using the /decision element. However, this does not work.

What do you mean by "does not work?"
When I type /decision, no macros appear. When I look through the insert element button I also can not see any decision macro.

When you just type the /, does a list of macros appear? For example, when I type a slash on my page, I see the list on the left below; when I then type de, I see the list on the right:

OK, so this means it's not specifically the Decision macro, but all macros.
The only related question I found in a quick search is this one: https://community.atlassian.com/t5/Confluence-questions/Macro-Pop-Up-screen-dont-appear-open/qaq-p/1262251. It is from a user with the server version, rather than cloud, but it turned out to be because of a third-party app. If this is a recent occurrence, you might want to consider any apps recently added to your system.
