Via Confluence I cannot open an account to have access to 'deqx' software to GEN4 Pre-8 device software

What happens when you try to connect to the site https://deqx.atlassian.net ? Do you get an error message? Does your login fail, or do you get a message about not having access? Can you share the message with us?
If you get a message stating that you don't have access, then you will have to contact the owners of that site in order to ask them to grant you access. Here we are a community of users of our own Atlassian products. We are not the owners or administrators of that site.
If the message that you got does not include a "request access" link, then you will have to find the site owners/administrators in another way.
You could try contacting the person that told you to access the site.
If the company you work for is "deqx" you could try contact the internal technical support team for your company.
If you were directed to the site by some other company's web site, you could search that company's web site for a "Contact Us" option to ask them to grant you the access you need.

Are you trying to access an external link from your Confluence site/space/page that isn't working?
Thanks to reproduce the steps and what you're trying to achieve here. "GEN4 Pre-8 device software" or "deqx" is not something related to Atlassian.
