Why was this ticket closed by Atlassian when it's still an issue?

Atlassian Cloud still inconsistently sets a space homepage and it's annoying. The following ticket was opened but closed with no resolution: https://jira.atlassian.com/browse/CONFCLOUD-57078

It would be nice to be able to reliably set a homepage for each space. 

Anyone?

Hi Meg, from the comment made in the ticket, it looks like it was closed because it didn't get enough votes.  You can see the resolution was marked as 'Timed out' and there is a comment from Sunny Xu explaining what was done.  If you can still replicate the behavior, I would suggest contacting Atlassian Support for their input.

Hi Meg,

Could you explain what is inconsistent?  Confluence creates a "home" page at the top level as the first page in a new space, and sets it as the home for that space unless the admin creating the new space chooses otherwise.  What else are you seeing it do?
