Why personal spaces don't have css options?

We are on server. I need to edit css for custom page / or for space, that i created. But only root admin have tab "stylesheet" at look and feel part. Why ? 
P.S. root admin take me all permission at this space. But i am not an a root admin

Root admin is not an official designation.

Admin levels:

• System Administrator — Full control
• Site Administrator — Control of an instance
• Space Administrator — Control of a space

If you can create a space, you are made the space administrator and have access to the Look and Feel sections.

If you just have permissions to create a page in a space, you might not have space permission, and therefore, won't be able to apply a custom stylesheet.
