Why is data in excel macro not centered

Using the Office Excel Macro.  When you open the Excel sheet, all the data in each column is centered.  When you setup the macro to view, the data all gets left justified.

Is this a bug or functioning as designed?

It is a known issue https://jira.atlassian.com/browse/CONFSERVER-46421

However it sounds also that it is a minor priority and will not be fixed soon..
