Where is the anonymous user permission located?

Hello, I am trying enable anonymous access in Confluence, so that I can make a space public. However, when I go to global permissions, I don't see the option "anonymous" access, so that I can turn it on? Where exactly it is located? 

Please find a snippet of what I am seeing.

Your screenshot shows no anonymous access tab, which suggests you have enabled public links  - this disables anonymous access as they are incompatible, you can only use one at a time.

I believe you have to click the Edit button to see it following the document Atlassian has on it: https://support.atlassian.com/confluence-cloud/docs/set-up-public-access/
