What does "No duplicate emails in the user base" really mean?

This question is in reference to Atlassian Documentation: Atlassian account rollout status

According to the rollout status page, to be eligible for Atlasssian account rollout the instance must have "No duplicate emails in the user base". What does this mean? The explanation says that "each user must have only one email address" which to me appears to be a different thing? Should it be "each email must only be associated with one user"?

Perhaps grammatically poor explanation

but you are correct

what it means is you cannot have two user accounts with the same email address, and each user account has one email address where all the notifications are sent to
