I have a user that cannot change their email.
Their "new" email was being used by another Atlassian space. We deleted the "new" email from the other Atlassian space.
However, user still cannot change their email.
What should we do?
Are you talking about the users personal settings?

The email that@something.com was previously used in another Atlassian space. It has since been deleted. But they aren't receiving the confirmation email for changing to that@something.com

Best is to contact Atlassian Support in this case and have them check the account.
