I'd like to allow a user to create some groups in Confluence. I think you need to be an admin to do that. Is it possible to give a basic user permission to be able to do it without making them an admin?

Creating user groups can only be done by a Confluence Administrator though Space Admins are able to edit the permissions available to individuals and groups for the spaces they administer.
