User Access in Free Plan

I recently downgraded to the free plan as I have only 5-6 users needing access. The legacy users still have access but a new user can see very limited pages and not the entire space. I have checked the credentials and shared the space with all users and can't seem to figure out what's going on.  Any help would be appreciated.

Yes, my understanding is there are none as you go to the free plan. Restrictions/permissions are inherited as you downgrade and it's all or nothing on the free plan for authorized users. I made all content public to authorized users and he can still only see a few pages. I would hate to go back to paid plan, make changes and then go back to free plan. Seems silly but might be the workaround.
