We are currently on a standard plan with 140 users, but when I try to invite a user gives an error message that we have reached the maximum number of users for one of our products. I even deleted users.
Products are Confluence, Jira, and Zephyr Scale

You have to remove the users from having product access. From the documentation:

Try the above and then try inviting users again. Let me know if that helps.
