Hi @Ian Davison welcome to the community!. Does this issue happen if you try another computer or another browser? Or if another user publishes the same content? Does the page have a lot of content? If you strip it down, does the page get published? I'm suggesting a few things to try to narrow down where the issue lies.
I've seen issues in the past with publishing/editing large pages. I couldn't find a specific issue on Atlassian's Jira Site. If it continues to happen after you've narrowed it down a little, Atlassian Support could probably help identifying the specific issue.

Hi Dan - thanks for the suggestion. All the pages were very small and I was using Edge. Testing with another computer or another user would not have been straightforward. I found a way to work around the problem which eliminates the need for a 'proper' solution. I had a bunch of draft pages in the Confluence space which had been set up for a different team. I was trying to publish them into a new space I had created. When I recreated the drafts in the new space they published without any problems. This will be the process I will use going forward so I won't need to do 'cross space' publishing.
