I am fairly new to Jira and Confluence and just learned that you have to buy a plug-in for search and replace functionality! Why? How is that not integrated into the tools???

I cannot answer for certain why a Search+Replace function is not built in, but suspect that since most of the content you will be viewing is in READ mode and not EDIT mode, there would be no use case for Search+Replace since you need to enter edit mode on a specific page to make any changes.
Once in edit mode you can search and replace on that specific page by using the CTRL-F shortcut or clicking on the magnifying glass on the top right of the editor.
