If I restrict a page within a space, will it still be visible in the sidebar menu to those who do not have permission to view it?
Example: everyone in the company has access to this space, but we want to restrict the "Signing Authority" page. Will this still show up on the left sidebar to all viewers, or will it not be visible to those who do not have permission to view?

If a user has view permission, the page will show up in the sidebar. If they don't have view permission, the page will not show up in the sidebar.
In our addon Document Control we use this as a method to restrict signing and edits to reviewers. (I'm affiliated to the vendor)
Confluence page restrictions can get hard to manage if you have many pages with different restrictions in a space. Sometimes it makes more sense to have separate spaces with separate access groups.

No, they will not see anything they do not have access to. It acts like it does not exist for users with no access.
Keep in mind that if they dont have access they also will not have access to any children pages either.

No. User in the restriction only view the page.
