Restore a deleted/suspended user

Hi Atlassians!

I'm the org admin and suspended a user. I now want to add them back to the project but I can't. 

The invite gets sent, but I can't see them on the Users board and when they try to log in using the email link, they get told "You don't have access to  <the project>" and "Looks like your administrator has marked your account as inactive. " 

How can I reinstate this user please?

Can you go to the administration section under user management and search for the user? Can you share the status of the user?
