Hello,
we're frequently working with freelancers who have email on public domains like gmail.com or live.de, and those should also be able to request access.
We DO NOT want to enter all these domains to the list of domains that are able to request access, but we want to switch on "All new users can request access", as opposed to "All new users on non-public domains can request access".

I am not quite sure I got your question. Public domains are disabled by default due to security reasons.
In that case, you need to add the public domain to the allow list.
